Keep NY in NY

Welcome to the #KeepNYinNY campaign landing page.

On March 9th of this year, we were officially informed that the management at the Army Corps, under the direction of Assistant Secretary of the Army Adam Telle, is moving out of the New York City offices as early as August and as late as the end of 2026. Management has been working on this effort as early as November of 2025 secretly, and everyone is under a gag order preventing them from discussing this issue with Congressional or the community groups that we serve   (See Gag Order Document Here). But we at IFPTE Local 98 are determined to thwart any effort to make this office relocation silent, quick, and successful.

We, along with a bipartisan group in Congress, the New York State Senate, and  several electeds at local government do not see any benefit to this office relocation (See Letters on this page) (See GAO Request Letter Here). Furthermore, documents received through FOIA requests indicate that interagency communications and cost-benefit analyses weren't  conducted (See FOIA documents here). And despite the Agency's efforts to make this office relocation silent, it is starting to get attention in the press (See Press Links here). Everyone is asking, given the   level of employee attrition that will result from this office relocation (See Survey Results here), where is the upside?

In our campaign, we have completed the "Please and Thank You" phase, where we engage management in good faith and attempt to resolve the issue without escalation. Management at the high levels have refused to return the favor; as such, we  engage management through legal means, unfair labor practice challenges, and aggressive public outreach. The Army Corps personnel, both union and non-union, are fiercely against this move. We intend to amplify the voices of all who will be negatively affected by this move.
